ZRO branding deadline is over, users who have received ZRO can brand the unallocated portion

Conditions for the second branding:

Wallets that branded ZRO but did not conduct any transaction after TGE will not receive any more tokens. Also wallets identified as sybils will also not be allowed to participate.
Wallets that have branded ZRO and used LayerZero at least once since TGE are eligible to receive additional tokens.
