Two paths seem to be taking shape with DAOs transitioning from L1 to L2. If the DAO is primarily token based, then there's a migration period where L1 holders can swap their token for the new L2 equivalent. FWB's transparent approach can be seen below Unlock seems to be taking a similar approach, but are optimizing the transition to prioritize decentralization https://unlock-protocol.com/blog/migrating-the-unlock-protocol-dao-to-base DAOs that are NFT based are launching an equivalent NFT on @base, where holders of the original L1 NFT will qualify you for a free claim of the L2 version
