Apple announced Drivers Licenses in the wallet app 2021… as of today there are 3 states that support the feature (15 states announced). Why does this take so long? Bureaucracy?

Bureaucracy but most likely readiness. Most states don’t accept digital IDs yet and are in the process of incorporating it. https://9to5mac.com/2023/09/04/apple-wallet-digital-ids-support-states/
