Could be, but not necessarily. Mostly it's just wrong feed.

Two years ago, this was a common issue for brokerage businesses, especially on natural gas prices and a few other commodities. Could happen to any chart. 

Traders used to cheat trade it, if the dealer didnt recognize whats happening its just a win for traders.. if the trader lose money he can just call the broker and tell him he lost money on a price error and get a refund.

Yes, most probably it is, which makes that more logical to have price errors.

Those consecutive candles are easily manipulative to clear out some orders and suck liquidity of the market
