add a rule that uses a multi-party vote system that is calibrated to include more RNG results as a person repeatedly breaks the same rule/s after being notified they are breaking the rule. That way as a person continues to be a repeat offender, they are continually punished with human oversight, but ML/RNG managing the nitty gritty.
