Mike Shanahan's track record of finding or identifying QBs that are the real deal isn't great. He didn't find Elway or Young. His track record is Jake Plummer, Jay Cutler, RG3, Kirk Cousins. Kyle so far is Garropolo, CJ Beathard, Nick Mullens, Trey Lance and Brock Purdy.
