In the Middle Ages, the Portuguese believed that Cape Lisbon (as it was formerly known) was the very edge of the Earth. They feared it and tended to avoid it. The modern name, Cape Roca, is quite straightforward: the cape features a massive cliff (about 140 meters high), and in Portuguese, a cliff is called "roca."
