Don’t you think it’s weird when you play as Queen Victoria but at the same time you have to guide and control the kingdoms’ all factories? 🤔I’m a big fan of V2 but this econ system in V3 just feels … need to be improved

You don't play as the leader of the country, like crusader kings, but more as the entirety of the country's institutions. That's why you don't get a game over when your leader changes. In the newest update (1.7) they redid the entire ownership system. Now there is foreign investment and state/private ownership. Pops privately expand businesses and as the state you can sell factory that you create to investors (locally or to other countries) or keep them stete owned. It improved a lot.
