I've been out of the loop recently with Rocketpool and Eigenlayer. Is it possible for minipools to become Operators? I know there was a lot of talk about this last year.

It's not possible There's a bounty to integrate Rocket Pool and EigenLayer but it may take 1-2y (it needs forced exits first)
