Update to Warpcast Active Badge

Quality was declining, so we added two new requirements:

1. Account created at least 7 days ago

2. At least 100 followers

Reduced the number of active badge holders from ~2000 to ~1000.

does the badge any affect to the user on protocol level, or its just a warpcast thing?
