It seems that Milei was offered to meet with Vitalik twice, but he declined.

Santi Siri, the creator of UBI and a key crypto figure in Argentina, mentions it in this tweet where he questions the legitimacy of Hayden Davis. When Milei posted that photo with Davis, the entire Argentina crypto community was asking who this guy was in the comments. https://x.com/santisiri/status/1885074852479926680?s=46

Santi Siri literally says in that tweet: Does anyone know this guy? I can’t find anything about him on Google, and he seems kinda shady. We offered Milei the chance to meet Vitalik, but he didn’t want to. Is this some random who’s about to launch a Milei coin? Hopefully, it won’t turn out to be another scam like CoinX (an allegedly crypto scam that Milei also backed before becoming president.) Apparently, Santi offered Milei a meeting in private. It all seems like a self-fulfilling prophecy, considering that Siri’s tweet is from January 30th. And when Milei posted that photo with Hayden Davis, the entire Argentine crypto community (already on high alert because no one knows him) tried to warn him to be careful.
