yes, i'm sure it's managers who ultimately decide signings and not sporting directors. 

as for liverpool, they had a better team than arsenal at the start of the season + they've not had to deal with the volume and scale of injuries to starting players that arsenal have had to deal with.

thinking about it now, maybe edu left this club because he wanted to work for a project where the owners are willing to actually back the club financially?

All I’m saying when it comes to transfers arteta has his own blame as well

if a manager is given money to sign the players he wants and buys the wrong players, then yes by all means blame him. i can't blame him for choosing to use limited funds to shore up the defence instead of improving the attack or strengthening the midfield. all of those things needed to be done but there was not enough money.
