How can a chain even associate itself with a country? Isn't the whole point of decentralized networks that they are permissionless and sort of "bigger" than nation states? A chain should neither be "American" nor "European" or anything else for that matter. Imo any chain who associates itself with this nonsense really does not understand some of the fundamental underlying valus and motives of crypto.
