Is there a solid ERC721Votes contract where each token's voting weight can be delegated to a different address?

None that I know of. There are some solid ERC20Votes contracts you can base this off of, no specific recommendations.
When using ERC721s as the governance token, it's often helpful to have an ERC20 wrapper contract like this purely for off-chain voting.
