Open Actions are for smart contracts whereas Frames are for web servers. Frames are infinitely more flexible by being web-based but Open Actions are arguably more durable by interfacing directly with a blockchain.

So as someone who’s working both on an open action and (soon) on a frame. Think of it like this. Every publication has actions (like, comment, recast) Open actions enable any arbitrary onchain action (any smart contract / protocol / chain / …) to be added to a Lens Publication. (Likes, comments, +++)
