If I were to design immigration for an ambitious state / network state, I’d create a dedicated visa category where the main requirement is being a migrant to another country. They work harder, are entrepreneurial, and know how to uproot their lives and try to succeed in a new place. An unexplored category

Some parameters around it: - min & max experience as a migrant elsewhere - offer qualification/skills transfer system right at the entrance - housing/tax break incentives - skills tests + target specific fields - bring top chefs / artists to create a sense of “home” for ethnicities Anything else??

I love this I’d also sprinkle in some education to current population of the value of immigration when it is done well, #1 missing thing currently imo
