problem: nouns won't have discord soon, but no one looks at discourse

insight: people look when things go onchain, because ETH is at stake

solution: force discussion by creating a contract with 2 nouns that auto-submits any proposal after 7 days, provided it's asking for less than 1% of treasury and no code changes

My feeling with this is we'd just see fewer things get to quorum 

I think ETH being at stake is only part of the reason ppl look at things on chain. The other imo is it's a strong curtain signal. Getting 2 Noun votes + putting up social capital to go on-chain is a strong filter vs a tweet / discourse post
