What does @balajis.eth think about the Hanseatic League? It wasn't strictly a network state(not possible in a pre-internet era) but it did have some characteristics of one - - had diplomatic recognition - had a common goal(trading) - had a thriving economy - was a network of city-states - yearly meeting to decide rules I feel like this is the closest one could come to a network state in that era https://en.wikipedia.org/wiki/Hanseatic_League https://www.bbc.co.uk/sounds/play/m001vshs
