China as a country is like a startup. You see those two guys, they are fixing a broken internet cable for the city. No need for traffic control, team of safety, schedule of duty, two of them just opened the well, took the cable, used a table with a stand light on the middle of the busy street, and did the work manually while cars passing behind them. In europe, this would take weeks. 
The heros in China are not dressed in costumes.
