Frames make it easy to claim NFTs and fungibles at the gas expense of the creator. The most obvious meta is free mints with a reserved allocation to the devs to compensate for gas sponsorship + possible upside. Am I missing anything?

You need to take into account protocol rewards. Admin mints (airdrops) on Zora won't be rewarded but Frames can create momentum that accelerate adoption and create hype which will (can?) lead to creator rewards. Another aspect is Token-gating. Buy X to get Y as a means to fund gas sponsorship + possible upside
