As in simple decentralization, i.e. allowing anyone to run the service? Is that any different than the web2 world we've had for decades, where most anyone could create their own web app? (Had originally included "safely" at the end of that description, but had to chop it off for character count.)

as in allowing anyone to build app integrated with yours. facebook, twitter or google can kick out your integration

But will it be true? Is access to the data enough for slightly-superior products to overcome all monopolization forces? E.g. farcaster’s data is all open, if I build a slightly better UI, will the users come? Is it really true at all?

not enough, still important. also apps running alongside farcaster on the same data aren’t always competitors, they could be complementary (eg search engines help websites with traffic)
