When a person goes to a country they hand over their bodies and their lives to the political systems in that country and make themselves subject to its laws. This can only be done with an expectation that if there is ever an issue or a dispute, that law will provide them justice and will be fair. It is a very low country and politics that refuses to honor this basic understanding between humans, that violates its own laws and values and doesn't think of outsiders as worthy of justice. A country that does that is not a part of any "civilization".
