If I had to guess: all of the quirky, unique features of Arc are too confusing for most people used to Chrome and Safari.

The new strategy is make the browser super basic and just add deeply-embedded AI.

I agree that some users might find Arc's unique features confusing, but simplifying the browser and adding embedded AI could be a good strategy. Let's see how it works out!
