Do you expect the security budget (practically staked ETH) of Ethereum to increase as the value of additional services increases? Because if not, then we are practically weakening the security of Ethereum. What are the mechanisms that connect the security budget of Ethereum and the value of services built on top of re-staking protocols?

I expect it'll continue to go up. Restaking gives an additional incentive to stake because now you can earn issuance, MEV, and restaking rewards. However this isn't a good thing like it seems on the service. ETH Staked % is on it's way to 100% and there's a bunch negative externalities that arrise in that world. There's a very strong case we don't need more ETH staked, that's why we're exploring changing (lowering) the issuance curve.
