It depends on how you define engagement. I think this algorithm uses interaction metrics to assign a trust score to each user, which is constantly being updated. This is how we get the ranked list

My idea is to use this in a new mod tool to promote a different set of users in a channel. ignore powerbadge and overall openrank score and elevate the people who are best for a certain channel.

This gets tricky, especially with broad covering channels..but maybe something more straight forward like posting/discussing music is easier to distinguish.
