Plans should be analyzed and synthesized in the time domain. Protocols should be analyzed and synthesized in the frequency domain. If you try to modify a protocol in the wrong frequency band, or aren't aware of resonance frequencies, you will fail. Most common failure mode is trying to tweak things in the high-frequency range when the problem can only be fixed by tweaking the low-frequency range. Eg trying to fix habits at a weekly range when the root cause is at a quarterly range.

Social networks can produce emergent behaviours and unintended consequences. Unlike Fourier transforms, I don't believe it is possible to meaningfully decompose human systems into predictable components. How could frequency-based protocol approaches account for emergent properties?
