Pushing the fork threshold up feels regressive to me. Reduces the usefulness/security of the actual exit mechanic and just moves the barrier a bit higher for arbers. If we get in the habit of raising it arbitrarily we probably end up nerfing it entirely

it's a relatively small buffer in stables. this is not meant to operate as a hedge. many proposers have budget/costs in USD, so their current flow is to request _more_ ETH than they require as a volatility buffer, do their swap, and maybe send extra ETH back. far more treasury loss there.
