This doesn’t quite fit but I’d like something like this - a “mute tax” Basically a custom action that triggers a DC with a unique hash/etc that results in automatically undoing the muting of that account upon fee payment receipt

I wouldn’t for a personal account, unless it was scheduling messages I’ve written to be delivered at a more impactful/convenient time — but that’s so marginal. I would potentially for business accounts. For example, alerting followers of my band in a certain city about presale tour tickets.
