Whatever your strategy for anti-sybil is (the Kremlin is going to want to put its 390127 bot accounts on here eventually!), make sure it's ZK-wrapped, privacy-preserving, offers alternative paths for people who don't want to provide a government ID or proxy thereof (eg. phone number), etc.
