Typically US customs would assess the tariff based on the bill of lading for the shipments. In some cases the person who filled out the customs form can say whether the shipper or recipient is paying the tariff but not clear on how it happens at scale. And now there is talk of creating an external revenue service to collect funds, which would be… interesting.

depends on the type of goods and port of entry, but general rule of thumb it's done through customs once it gets into the US

They take the US trade deficit with a given country and divide it by the value of that country’s exports to the US. Example 1 – Indonesia: - US trade deficit: $17.9 billion - Indonesia’s exports to the US: $28 billion - Calculation: 17.9 / 28 = 64% - Tariffs from the US ~1/2 of 64% = 32% Example 2 – Vietnam: - Vietnam’s exports to the US: $136.6 billion - Imports from the US: $13.1 billion - Deficit: $123.5 billion - Calculation: 123.5 / 136.6 = ~90% - Tariffs from the US ~1/2 of 90% = 46%
