Would it be technically possible for an L2 to automatically collect dust from wallets? Something like a special TX/rule that allows block builders to periodically move dust from wallets to a special address? (Ex. the L2 DAO). Maybe ERC-20 would have to optin for this, and implement some API, but could it be done?

Not necessarily theft if it's a clear social contract from the beginning. Probably hard to get social approval to put this into any existing L2 though.
