1Password vault still needs to be held somewhere, be it iCloud or Dropbox (unless that's changed)

you'd need a password to get into it, and I suppose your apple account password is like that analogous to the Passwords app.

lose your recovery sheet of 1Password, you're done if you forget your password
lose your recovery of iCloud, you're also done but this is far less likely and easier recoverable (set a recovery contact and/or print your recovery sheet and store it like you would a seedphrase - hopefully safely!)
