Working on adding new rules to the top-level TCR contract, would like some feedback on them

So far ideas are:

- A given project or team cannot be funded for more than 1 grant in the same flow
- A builder cannot be funded for more than 2 grants in flows w/ min. salary > $50/mo. (basically just excludes selfies)
- If you are currently being paid by Nouns (or a nounish subdao?), you cannot double dip and get supplemental funding from /flows to do the same exact work, it must be net new impact or a different focus enabled by the flows funding (I will have to remove our own Flows grant but think this is the right call)

These rules will inform challenges/curators. If you have thoughts/more ideas lmk
