circle runs USDC and has an explicit blacklisting policy in their terms of service: https://www.circle.com/en/legal/usdc-terms#:~:text=Blacklisting,permitted%20under%20the%20blacklisting%20policy.. it's the same on base as any other chain.

I think the question remains: Does Coinbase have the ability to censor any activity on Base? For example, what would happen if someone created a clone of tornado cash on Base?

OP stack (which Base is build on) supports "forced inclusion" from the L1 so even if Coinbase did turn evil and start censoring at the sequencer, there's still a route for these transactions to make it on chain.
