1. Find exact timestamp of outage
2. Find FID of last user to sign up at timestamp
3. Create a custom relayer that determines if FID is in range, then airdrop token

Done with no relayer and only smart contracts, it'd have to be minted on Optimism. However I'm unsure of the exact relationship between FID and addresses.
