No, apathy is not caring. I don't vote for blue or red because I do care about morality. Even not voting at all wouldn't be apathetic if you are doing it for the right reason. If you are given three choices, and two of those are both helping different immoral people hurt others, then how is not helping them apathetic? I'm probably just going to vote for Chase Oliver, with a clear conscience.
