serious question: why didn't they use cloud seeding to ensure nice weather at the Olympics?

Cloud seeding creates rainfall and reduces hail build up, it does not prevent rain. You could potentially seed a cloud before so that it releases most of its water before crossing over the area. But it’d be too difficult if cloud cover is the entire sky
