Pre-ordering video games used to have a specific purpose: Make sure you get a physical copy of a game before it sells out. Today, we have infinite digital distribution. Not necessarily, games often offer exclusive skins, items, or collector's editions for preordering.

Yes but those couldn’t those be offered with a pricier digital package without the need to ‘pre-order’. I think the point still remains, there is really only downside risk on the consumer side in pre-ordering a game prior to release.
