What to do if you’re suspected of spamming?

First, you’ll get a technical warning about being suspected of spam, giving you a ‘last chance’ to avoid the spam filters.

After that, it’s better not to comment on posts of people who aren’t following you. You don’t have any room for mistakes now—only interact with those who are loyal to you.

After the warming, why should we not comment on posts of the users that don't follow us? It is because they're less likely to engage with it?

Then does it mean:
less engagement on the comment = high chance of being labeled as spam
