What's contradictory here? The conclusion is that the government needs to figure out how to deal with the problems of cryptocurrency, and the only positive use of the tech is their dystopian CBDC.

Incendiary, clickbaity, and dishonest might be closer. Contradictory? I’m not saying that. Nuance is important. I think reading the actual report is also better than a summary. https://www.whitehouse.gov/wp-content/uploads/2023/03/ERP-2023.pdf

Dishonest implies contradictory, no? I'll definitely get to the report eventually, but I didn't see anything in your screenshot to support the assertion that the article linked was a poor representation of it.
