I need to start a blog. Substack? What's the most strategic choice for solid distribution?

Imo it might depend on your goals and target audience. If your goal is distribution then the platform only matters if your target audience is there. Otherwise any platform or website framework can work great if you follow good SEO practices. Where you share posts usually makes the most difference when it comes to distribution. My most popular personal blog post went viral because:
- Shared on X where it targeted a lot of Devs
- Tagged the software company I was using and they reposted it which also gave it a boost 
- I put a lot of work and thought into the post which in the end is the most important thing you can do. Good content will breed SEO and attention.
