In multiple European cities now I see taxis being allowed to use the bus lane (while of course regular cars are not). What's the policy justification for this?

Most likely the taxi orgs/lobbies/etc have made a deal with the bureaucrats and they are also getting outcompeted by web2 ride-share networks so are being “protected”.
