Could be for the same reason Cosmos has disproportionately high devs too...

Each (para) chain is sovereign - which I guess incurs much more infra-type dev input compared to just deploying a dapp.

👀 Though some numbers I take with a grain of salt. For example, 2500 devs for Polkadot is hard to believe, but who knows.
