Who decides the productivity metric?

In futarchy theory , this metric could be set via traditional governance (i.e. token vote, delegated vote or just a multisig founder or council). Then once the metric is set you can use prediction markets plus courts (disputed outcomes) to elect candidates or projects to improve the metric by a set time.
