I strongly disagree, but still trying to find the right words. Federated systems are non-fungible feifdoms of participants (usually server silo/client denizens), whereas decentralized systems have interchangeable nodes (p2p, like eth full nodes or validators). The thing that throws most people off is that it's trivial to build centralized layers (or intermediaries) on top of decentralized systems. For example, I can always insert myself between you and a decentralized system as a centralized intermediary (e.g. KYC'd exchanges), but that does not negate the base layer.
