this is very interesting to me.   

i'm not sure where this is, but i would have thought that the people renting would have voted to pass this.   perhaps there's not a lot of renters or not a lot of renters that vote.   

i would also think that the landlord would want some stability as well.   having properties site vacant while people move and then the cleanup time would likely offset any potential gain in many circumstances.
