Network States are going to have a NOMA problem (Non-Overlapping Magistrates). Adjudicators from each authority, the Network State and the Nation State, will do battle not only within the hearts of their denizens, but with one another. We see a version of this conflict manifest presently, as the secular and Sharia overlap in western nations today. There is no clean separation. One could nest the Network's laws within the Nation's laws, but in this world the moral consensus of the Nation will supersede that of the Network. The battle for legitimacy, a Hegelian Master-Slave dialectic incarnate.
