Ein Problem ist in dieser Hinsicht, dass Schwarzfahren in der Kategorie einer Straftat rangiert. Dies gehört dringend reformiert. Dies sollte definitiv vorher geschehen, sonst wird's in der Tat problematisch. Aber inwiefern wird so die Unabhängigkeit von Richtern abgeschafft?
