Increasing the decentralization of the Ethereum network means increasing the number of 'node operators' on the network. This means having individuals/groups running a full node with 1+ validators attached to it. You can either do this solo (w/ 32 ETH), as a group with tech like DVT, or with a pool like Rocket Pool.

Are you sure that lowering the 32 ETH requirements will help increase the number of validator ? With 32 ETH, the return is ~3k$/y, when you take into account the cost of hardware, time, electricity and capital it's already hard to justify. POS > POW but there is still an economy of scale no ?
