the history of the bill started with many connected cdn legacy media businesses lobbying the government. it was cdn media that pushed this tariff the idea being that money collected gets pooled and split out to many publishers (based on x conditions). not sticking up for gov but this was driven by cdn media groups

it is in my view. i spent many years around this discussion and could ramble a bunch on it. many publishers and journalists believe platforms broke the model by taking their distribution but they ignore how willingly they chased cpm revs among other mistakes…
